    You use a transport rule. There are specific examples in the Exchange help file.

    thank you for your answer.

    I try to use transport rule but can insert only text message. I would like to display picture or flash banner.

    if you have any solution could you help me

    That is a new feature in Exchange 2010.

    If you want to be able to do that in Exchange 2007, you will either have to write a transport agent (sample in the Exchange SDK) or purchase a third party product, such as a GFI or Sunbelt solution.
